Except for a small band from Eastern Montana to the Upper Peninsual of Michigan, December is calling for below normal temperatures and below normal precipitation. The West seems to be the worst off with the inter mountain Rockies experiencing very below average temperatures and Precipitation. Come January through March, it looks like the Pacific Northwest is where things will start really popping with some significantly above average precipitation and continued below average temperatures
